Duo kidnapped 4 female victims into shipping container in Poconos, state police say (2024)

Two Pennsylvania men face felony kidnapping, robbery, sexual assault and related charges each after allegedly forcing four women into a vehicle and taking them to a home in the Pocono Mountains.

Isaiah Mi Rogers Keeney, 19, of Middletown, Dauphin County, and 29-year-old Davaun Carlon Jackson, 28, of East Stroudsburg, Monroe County, were arrested Tuesday. Both were arraigned in district court on Wednesday and sent to the Monroe County prison, denied bail for the “extremely violent” nature of the alleged incident, according to court records.

Pennsylvania State Police say Stroudsburg-based troopers received a call just before 10:45 a.m. Tuesday from someone following a Ford Flex SUV on Route 33 North at mile 22 in Monroe County. It was alleged that four female victims had been kidnapped, two of whom were in the SUV.

Pocono Mountain Regional police and troopers found the SUV parked at the Walmart Supercenter in Mount Pocono, Monroe County.

Rogers Keeney and one of the female victims were found in the SUV and the second victim was found leaving the store with Jackson, state police said.

An investigation revealed Rogers Keeney and Jackson on Monday had allegedly forced the four women into the vehicle and drove them to a property owned by Jackson in the 100 block of Airstrip Road in Smithfield Township, Monroe County. There, all four victims were placed into a large shipping container and three were bounded with rope and restrained, state police said.

Jackson allegedly threatened to kill all four women while holding multiple weapons, including an ax, chainsaw and sledgehammer. He then sexually assaulted two of the women, police said.

Rogers Keeney took all four women at one point into a bathroom and Jackson told them he’d flip a coin to determine if they would be sexually assaulted and strangled or a body part would be cut off, investigators wrote in court records describing probable cause to arrest the pair. There was alleged discussion about sacrificing one of the victims.

The affidavit of probable cause alleges the kidnapping followed two of the female victims witnessing a shooting in Wilkes-Barre and states the other two victims were already in the vehicle when the kidnapping occurred. Jackson allegedly went to the witnesses’ homes and forced them into the SUV, allegedly being driven Rogers Keeney.

One of the victims began getting nervous about her safety while in the vehicle with Jackson and began reaching out to a friend for assistance, court records state. She also then attempted to jump out of the moving SUV, but Jackson placed her into a chokehold, police said.

Jackson allegedly then forcefully took cellphones from the victims and turned them off.

Court records describe the Smithfield Township property as a worksite for Jackson and under the supervision of Rogers Keeney. The site includes office space; multiple shipping containers (containing semiautomatic firearms, office supplies and a couch); and surveillance cameras, according to the court paperwork.

Police state in the court records that a party to Monday’s shooting told Rogers Keeney and Jackson not to kill the women while they were in the bathroom. One of the victims was raped when Jackson alleged he would hurt all four victims if she didn’t cooperate, court records state.

Jackson then allegedly apologized for raping the victim and told her “bosses were watching” on cameras. He then raped a second victim while on the couch in a shipping container, court records state.

On Tuesday, the victims allegedly were taken out of the shipping container by the pair and taken to another property owned by Jackson in the 300 block of West Main Street in Pen Argyl. At that point, Jackson allegedly returned their cellphones, threatening to kill the women if they told anyone what happened.

One of the victims was able to place a call to a relative who then alerted Pennsylvania State Police, court records state. Investigators tracked the cellphone used to the Walmart parking lot and arrested the pair.

Jackson faces 29 charges. Rogers Keeney is being charged as an accomplice, police said, and faces 46 counts.

Jackson in an interview with investigators allegedly admitted to taking the victims’ cellphones, placing one of the victims in a chokehold and having weapons — but said they were used as a “scare tactic” to get information from the other victims.

Jackson allegedly also admitted to calling the Wilkes-Barre shooting suspect and claimed to have consensual sex with at least one of the victims, court records state.

Court records did not immediately list attorneys for the suspects.

Both were arraigned Wednesday before District Judge Phillip R. Riley, who denied bail due to the “extremely violent offense.” Rogers Keeney and Jackson are due back in court for preliminary hearings tentatively scheduled for 10 a.m. July 10 before District Judge Jamie Levy.

At the hearings, the judge will determine if there’s sufficient evidence to send the charges toward trial in the Monroe County Court of Common Pleas.

The case is being investigated by Monroe County District Attorney Mike Mancuso and the Monroe County District Attorney’s Office.
