Producers were once lured to the state by its rural scenery and relatively cheap labor, and in its heyday, Georgia was ranked third in the country in production activities. Now the state's marketing officers say Georgia is unable to compete with the labor tax credits offered in other states and abroad. And that loss has not just resulted in a decrease in celebrity sightings. "Everybody else has figured it out.

In the meantime, we've lost probably $200 million or more of investment in the state," said Jay Self, director of the Savannah Film Commission. In Louisiana, production spending has increased by more than $200 million since, rolling out a program in 2002 that offers sales tax breaks and credits for using local labor. South Carolina, Mississippi, Pennsylvania and New York are the newest states to pass legislation for film incentives. Marketing officials warn that the state government must have a longterm plan to embrace production companies. They say the government missed an opportunity this year to boost film 1 projects when the state Senate failed to pass a competitive package that would have given a 10 percent tax credit for a project spending $200,000 or more and a 15 percent credit on local labor.

But state marketing officials seem to want film production to play a more relevant role in the state economy. Local economic development officials have said they want to make film recruitment a priority and Gov. Sonny Perdue recently appointed a slate of industry representatives to sit on a film advisory commission. The film industry has also helps boost tourism. In Savannah, visitors flock to the bench where Tom Hanks sat while filming "Forrest Gump" and the city's coastal charm fits the notion of the quintessential Southern town to many.

Suspect indicted in student's vanishing Associated Press DECATUR A longtime suspect in the disappearance of a 19-year-old Emory University student 10 years ago has been indicted for murder in the case, DeKalb County authorities said. District Attorney Jeffrey Brickman said Monday that a grand jury had indicted Colvin "Butch" Hinton, 43, for the 1994 death of Shannon Melendi, a sophom*ore in Emory's pre-law program. Melendi disappeared from her job at a softball park on March 26, 1994. Authorities said Hinton was working as an umpire at the park that day. Melendi's car was found the following day, with the keys in the ignition.

A month after Melendi disappeared, police searched Hinton's home in Clayton County. An FBI agent testified in 1996 that Hinton had a history of abducting women and had lied about his whereabouts at the time Melendi disappeared. A jury convicted him that year of trying to burn his house to commit insurance fraud. He was released from prison a few months ago. at of.
