Does anyone actually finish Duolingo?
Duolingo doesn't release completion rates for its courses, but a report last year said American users ranked 68th out of all countries in the number of lessons completed. A separate informal study put the overall completion rate for Spanish at less than 0.01 percent.
I got to the end of the French track in Duolingo. I wouldn't call myself fluent, but by the end of it I was able to read and listen to the news and understand what was going on. Yes, I did finish the free version of Duolingo for 2 languages. It was helpful, but it cannot be the only resource to reach fluency.
So, can Duolingo make you fluent? By itself, no. But when used in the right way, I would say it can — but this will depend entirely on your definition of fluency, the quality of your language course, and whether you actually use the language away from Duolingo.

If you're determined to master a language though, you should only use Duolingo to get you started and take an actual language program or practice with a native speaker to bring you the rest of the way.
The biggest difference between Babbel and Duolingo is the approach to language learning. Babbel is a better option if you want traditional language instructions through modules and lessons.
But Duolingo will give you the starting point so that you'll know where to go next if you really complete all the lessons. After finishing Duolingo, if you spend another year studying, practising, and consuming material in that language, you should be able to get to a reasonable working level in it.

All things considered, if you're an enthusiastic, devoted language learner like me, Super Duolingo is well worth the price. If you don't mind watching ads and aren't obsessed with your streak, however, continuing to use the free version is probably just fine.
